Accelerating the Adoption of Open Science: Closing Statement Release and a Call to Action

As part of its mission, the Open Research Funders Group (ORFG) cultivates robust cross-sector coalitions to advance a more open, participatory, equitable, robust, and sustainable research ecosystem. In this spirit, the ORFG participated in the July 2023 “Accelerating the Adoption of Open Science” Summit, co-organized by CERN and NASA in Geneva, Switzerland.

Today, NASA and CERN have publicly launched the closing statement of the Summit. The text, available here in English, French, Spanish, German, Chinese and Arabic, expresses a commitment to work collaboratively and contextually to accelerate the adoption of open science at scale.

The ORFG, through the generous support of the Gordon and Betty Moore Foundation, is pleased to help translate the Summit momentum into concrete, community-driven actions. To this end, we are facilitating discussions in four working groups, which will start gathering periodically to address the main outcomes of the meeting. These areas are as follows:

  • Sustainable & Interoperable Open Infrastructure. Key features of the open research infrastructure that organizations need to accelerate open science. Understanding the mechanisms for sharing data, articles, code and designs effectively. Exploring possible pathways to ensure sustainability of infrastructure, including proper recognition of infrastructure-related work.

  • Incentives. Guidelines for rewarding effective open research, science, and scholarship practices, particularly for the purposes of hiring; review, tenure, and promotion; and grant funding. Aligning funding opportunities and recognition schemes to promote a culture of open research, science, and scholarship.

  • Equitable Open Science. Broader societal impacts of open research and how institutions can better identify and foster them. Bringing diversity, equity, inclusivity, and accessibility to the front of open research efforts to guarantee a more equitable and sustainable community engagement.

  • Evidence-Based Open Research Policy. Guidelines for collecting, analyzing and evaluating success of open research policy implementation. Fostering interoperability by design to maximize engagement with multiple stakeholders: colleges, universities, non-academic based research entities, and labs. Keeping guidelines flexible and monitoring success over time, while adaptable to ensure broader adoption by partners into their own contexts.

We are aware there is valuable ongoing work taking place in each of these areas.  We aim to harmonize with these efforts, recognizing that there are unique opportunities at a landscape level for reaching broader consensus across institutional stakeholders. Within each working group, we aspire to create spaces for effective collaborative work, foster interoperability and equitable regional integration, integrate the various domains of open research and consider how to support next generation researchers.
